Description:

This position is accountable for monitoring HUD/CHA compliance, tracking, evaluating and reporting on the performance and progress of the contractor/RMC involved in the management of designated CHA properties.

The Asset Manager tracks, monitors, and reports on the performance of contractors hired to oversee, direct and manage the functions, activities and tasks associated with managing the designated housing portfolio. The incumbent will ensure that the assigned portfolio remains in sound physical, administrative and financial condition. In this regard the Asset Manager analyzes policies, procedures and practices, conducts meetings and site visits, and examines statistical reports and performance requirements. This position also monitors all aspects of the contractual agreements to ensure compliance with budgetary requirements set forth in the contract as well as applicable federal, state, and local laws. The incumbent will also analyze financial data and supporting documentation, monitor various management systems, recommend system improvements, develop quality control procedures, monitor the expenditures associated with the deployment and utilization of staff and provide on-going status and progress reports to the appropriate management staff.

External contacts may be with HUD, Resident Leadership and the City of Chicago Department of Housing for the purposes of providing and obtaining information relating to site operations and to foster support between service providers and Stakeholders.


Requirements:

This position requires a Bachelor’s Degree in Finance, Business Administration, Public Administration or other related field together with three to five years experience in real estate and/or contract compliance in the public or private sector or the equivalent combination of education and related work experience. Masters degree may be substituted for professional experience. In addition, this position requires a working knowledge of subsidized or federally assisted programs, strong analytical, organization and administrative skills and an extensive working knowledge of HUD regulations. Effective verbal and written communications, management and interpersonal skills are required along with computer skills (i.e., Microsoft Excel, Word, and Outlook). Organization and time management abilities are essential for coordinating the development and implementation of new and modified operating policies and procedures governing all contractual agreements.

The incumbent must have a valid Illinois Driver’s License, Illinois real estate license and access to an insured vehicle during working hours. The successful candidate will possess a Certificate in Property Management (CPM) or be able to obtain certification within 12 months of hire.


The Minimum Salary for this position is: $55,336
