The Contract & Compliance Specialist is responsible for monitoring all contracts and subcontracts awarded to ensure adherence to federal, state, local and CHA mandated procurement related contract administration policies with regards to fair labor standards, affirmative action contracting and economic opportunities. Other responsibilities of the Specialist include but are not limited to the following:
Attends pre-award and pre-construction meetings with Buyers and User departments to ensure compliance obligations are understood prior to the delivery of supplies or the commencement of work to be performed.
Performs compliance Evaluations which includes a desk audit review of the documentation submitted by the contractor, an on-site review to investigate any discrepancies revealed in the documentation, and additional analysis and resolution of violations.
Develops violation resolution plans with contractors to ensure continuous compliance.
Maintains documentation and general files of cases being monitored.
Reviews, analyzes, and compares site certified payroll reports to ensure contractors are paying prevailing wages to properly identified employees.
Determines back wages of employees who have not been paid prevailing wages to endure that they are properly compensated.
Verifies Minority Business Enterprises, Women Business Enterprises, Disadvantaged Business Enterprises, and CHA Resident Business Enterprises participation percentages, M/W/D/BE certification; evaluate best faith efforts and recommends approval of utilization plans.
Drafts various types of correspondence to contractors, Housing and Urban Development, Department of Labor, General Counsel’s Office, Inspector General’s Office and Accounts Payable, Redevelopment, Asset Management with express approval of the Manager of Contract Compliance.
Recommends withholding of funds due to violations and the releasing of funds for payment upon compliance.
Submits various reports regarding Davis Bacon Act and related laws, Section 3 and M/W/D/BE cases and activity.
Attends meetings with various contractor and vendor groups to ensure understanding of the agency’s D-B Act and related laws, Section 3 and M/W/D/BE policies.
Requirements:
This position requires a Bachelor’s Degree in Business Administration, Marketing, Public Administration or a related field of study plus a minimum of two years experience in Contract Administration, EEO, Affirmative Action monitoring, Resident Employment practices, or an equivalent combination of education, training and experience. One year of legal experience would be a plus. A working knowledge of mandatory federal laws pertaining to MBE/WBE/DBE and Davis-Bacon regulations, the procurement process and Small Business Administration policies and procedures is required.
This position requires effective verbal and written communication skills to interact with CHA staff, Housing and Urban Development, Department of Labor, residents, resident organizations, contractors and contractor organizations. Computer literacy in various computer software packages is required for report generation, and basic math aptitude for statistical calculations. The incumbent must have and maintain a valid Illinois driver’s license.
The Minimum Salary for this position is: $ 49,157.00
