Description:

The incumbent directs the procurement function throughout the CHA to ensure efficient and cost effective service to requesting parties within HUD guidelines; provides bidding opportunities to all M/WBE sources in order to increase their participation in CHA activities where possible. Other responsibilities of the Director of Procurement and Contracts are listed below:
  • Direct, oversee and supervise work operations on a day to day basis so that the department operates smoothly, purchases are competitively bid and volume discounts are realized.
  • Reviews proposals and bid documents to ensure accuracy and to obtain the desired share of minority bidders.
  • Review purchase orders in order to comply with CHA procedures that require that all purchase orders over $2,500 be reviewed by the director of the department.
  • Represent the department in meetings for planning purposes and to identify tasks for the department staff.
  • Attend speaking engagements at minority functions to increase minority participation in the CHA procurement process.
  • Resolve problems with vendors to improve vendor relationships and promote cooperation.
  • Suggest areas of investigation of vendors who do not pay the Davis Bacon Wages in order to comply with HUD and CHA policy regarding payment of these wages.
  • Develop procedures to protect against fraud and program abuse.
  • Direct, oversee, supervise, train, motivate and evaluate the performance of a competent subordinate staff.

Requirements:

This position requires a Bachelor’s Degree in Business Administration or a related field and ten (10) years of progressive purchasing experience or the equivalent combination of education and related work experience. A comprehensive ability to understand complex bidding and procurement specifications, as well as a good working knowledge of HUD procurement regulations is required. Additionally, this position requires excellent supervisory skills to oversee the day to day operations of the department. Strong proofreading ability is necessary to review proposal and bid documents, and purchase orders. Must have good communication and interpersonal skills to represent the department at various functions, and resolve problems with vendors. The successful candidate will possess strong analytical and organizational skills, and Microsoft Office proficiency.
