Description:

The incumbent will provide leadership to the CHA’s Housing Choice Voucher Department; monitors, evaluates, and reports on the performance of privately owned firms contracted by the Authority to oversee and direct the functions, activities and tasks of the HCV Program which is designed to aide low income residents in acquiring safe, affordable housing. Specific responsibilities of this position include but are not limited to the following:
  • Develops and implements policies and procedures for reporting, monitoring and evaluating the contractors’ performance to ensure the contractual obligations to CHA and HUD are fulfilled. Facilitates positive collaboration among program vendors and negotiates conflicts. Ensures that high customer service standards are implemented and met.
  • Monitors budget processes to ensure expenditures are in compliance with provisions of the contracts and that program operations are meeting designated targets. Interacts with CHA Finance staff overseeing accounting functions, payments and other financial responsibilities specific to the HCV program. Collaborates with Finance staff on funding issues and designations of vouchers.
  • Oversees the quality control functions of the contractors and staff.
  • Fosters innovation and flexibility in the use of the CHA’s Moving to Work ((MTW) designation.
  • Responds to inquiries, provides information to management, and develops standards and methods of operation for HCV Program activities.
  • Develops monitoring and tracking techniques; provides Section 8 training to staff, assists the contractors in meeting their performance goals and provides overview of Program to outside agencies.
  • Represents the Agency at public presentations and department and/or divisional meetings.
  • Serves as liaison between the Authority, the contracted HCV administrators, and HUD and participates regarding numerous HCV issues.
  • Serves as liaison among HUD, the contractors and CHA to ensure that the HCV Program operations are in accordance with established regulations.

Requirements:

This position requires a Bachelor’s Degree in Public Administration, Business Administration or a related field as well as 7 to 10 years experience in management of a federally subsidized housing program for a medium to large housing authority (at least 5,000 HCV units). Additionally, 5 years of contract compliance experience is required. The successful candidate will possess extensive knowledge of quality control methodologies; strong facilitation and negotiation skills, excellent analytical and organizational skills, effective communication skills and Microsoft Office proficiency. The following certifications are preferred: Section 8 Proficiency (including Quadel/Nan Mckay and NCHM), Accelerated Leasing & Contract Compliance and Manager of Housing. Real Estate License and continuing education in HUD regulations governing Section 8 regulations is preferred.
