Description:

The incumbent will be responsible for developing, managing, and supporting a goals-based management system for the Agency that involves strategic planning and accountability for fiscal and managerial results; Agency-wide budget, resources management and financial management functions including program analysis and annual planning, budget formulation, preparation and execution; controls and systems for payroll and disbursements.

Specific responsibilities of this position may include, but are not limited to the following:
  • Oversight and direct supervision of the financial and budgetary functions of the Authority, with responsibility for managing a team of divisional department directors.
  • Operating and maintaining a coordinated financial management system to budget, collect, control, and properly account for annual operating and capital funds, as well as Housing Choice Voucher reimbursements and other miscellaneous revenue sources.
  • Preparing the Authority's annual budget, representing the CHA in the local, state, and federal appropriations processes, and monitoring budget performance over the fiscal year.
  • Borrowing on behalf of the Authority, collecting receipts, payments, and transactions for the CHA, and investing the CHA's funds in accordance with applicable local, state, and federal law and regulation.
  • Developing, implementing and monitoring the Authority's accounting policies and systems and producing the audited financial reports for oversight agencies.
  • Forecasting revenue for the Authority, developing fiscal impact statements for proposed legislation, and providing advice on economic development activities.
  • Establishes policy and directs oversight of agency financial management personnel.
  • Controls the use of agency funds to ensure that they are expended in accordance with applicable laws and regulations.
  • Develops and maintains a strong internal control program and addresses material control weaknesses in the Authority.
  • Responsible for management and strategic direction of treasury/cash management, grant administration, and risk management activities and functions of the Authority.
  • Responsible for structuring taxable and tax –exempt financing to support the redevelopment goals of the Authority.

Requirements:

This position requires ten (10) years of progressively responsible experience as a senior financial executive. A Bachelor’s degree in finance, accounting, or public administration with an emphasis on financial management required. An M.B.A. strongly preferred. Incumbent must be an energetic, forward-thinking and creative individual with high ethical standards and an appropriate professional image. Additional requirements include: strategic vision with sound technical skills, analytical ability, good judgment and strong operational focus; well organized and self-directed individual who is mature and a team player; intelligent and articulate with the ability to relate to people at all levels of an organization and possesses excellent communication skills.
