Development Opportunities: LeClaire Courts at 4400 S. Cicero

The Chicago Housing Authority (CHA) is seeking innovative proposals for development opportunities at the former LeClaire Courts site. This request for proposals involves the potential redevelopment of up to 35 vacant acres. Developers may propose to acquire parcels or to redevelop sites with or without the CHA. The CHA is seeking developers with ideas on how to best utilize these vacant parcels to positively impact the surrounding community. The CHA is seeking to provide at least 183 units for CHA residents who have a right to return to this site and to bolster and reinvigorate the greater community with mixed-use and commercial options. The LeClaire Site is conveniently located just south of the Stevenson Expressway (I-55) near Midway Airport.

Interested developers should submit separate proposals for each zone individually listed below:

  • Development Zone 1 – Retail or Mixed-Use
  • Development Zone 2 – Mixed-Income Housing
  • Development Zone 3 – Commercial / Light Industrial / Mixed-Use
