Hilliard Towers Apartments includes four residential structures and a community building on the city’s Near South Side at the site of the former Raymond Hilliard Center. It is located across the street from the National Teacher’s Academy, near McCormick Place and Chinatown. The 12.5-acre site includes a total of 654 new rental units for seniors and families, all at affordable or income-based rents.
Designed by Bertrand Goldberg (Marina Towers, River City), Hilliard was built in 1966 and placed on the National Register of Historic Places in 1999. The $98 million historic preservation of Hilliard began in 2002, and was completed over two phases. Phase I construction and lease-up was completed in 2004, while Phase II construction and lease-up was completed in 2007.
Hilliard recently was awarded the 2007 National Trust/HUD Secretary’s Award for Excellence in Historic Preservation.
Current Status
Hilliard Phase I was completed in 2004, and includes a 22-story family building, a 16-story senior building, and a rehabilitated community building that includes a computer lab, exercise room, management offices, and meeting rooms. Phase I consists of:- 82 affordable rental units for seniors
- 94 new CHA rental units for seniors
- 92 affordable rental units for families
- 59 new CHA rental units for families
Hilliard Phase II was completed in 2007, and it also includes one 22-story family building and a 16-story senior building. Phase II consists of:
- 82 affordable rental units for seniors
- 94 new CHA rental units for seniors
- 93 affordable rental units for families
- 58 new CHA rental units for families
Development Features
- Restoration of building façade, windows, doors, & railings.
- New landscaping, parking, access road, lighting, fencing, basketball court, and playground equipment.
- Restoration of amphitheater & rehabilitation of the community / management office building.
- New parking lots and renovated/expanded lobbies.
- Addition of 3rd elevator to family building. Replacement of all other elevators (2 per building).
- New unit-based heating and air conditioning systems
- New plumbing and electrical systems (including emergency lighting and fire-protection sprinklers).
- New open floor plans with new walls, floors, doors, bathrooms, kitchens and appliances.
- New coin laundry facilities in each building.
- Gated community with new key card/guest access and site security systems.
- 28% of the units are ADA accessible or adaptable. All units will be visitable by people with disabilities.
Community Amenities
- Schools: Hilliard is located between two award-winning new schools, including the National Teacher’s Academy just to the south of Hilliard Perspectives Charter School located just to the north.
- Retail: Hilliard is located near several new shopping centers on Roosevelt Road including Target, Dominick’s, Whole Foods, Home Depot, and Best Buy. It is just blocks away from many restaurants and retail shops in Chinatown.
- Transit: With the CTA Cermak/Chinatown stop for the Red line located adjacent to the site, as well as bus routes on Cermak and State Street, and an exit to the Dan Ryan expressway, transportation at Hilliard is always convenient.
- Police: A new 1st District Police Station was recently completed at 1718 S. State Street.
- Existing Facilities: There are 2 existing parks, 2 other schools, 4 daycare centers and 5 Head Start programs near Hilliard.
