Park Boulevard is located in the historically and culturally rich Bronzeville Community, just 4 miles from Chicago’s downtown.  Its boundaries are 35th St. to the north, 39th St. to the south, State St. to the east and Federal St. to the west.  This 33 acre super block was the former site of CHA’s Stateway Gardens development that originally housed eight high-rise buildings (1644 units), a management office, community center and daycare facility.  By 2006 all original structures were demolished. 

The Master Redevelopment Plan incorporates both on-site and off-site development and will be implemented in 3 major phases.  The plan proposes the development of over 1,300 units; with 885 units proposed on-site and 400 units proposed for off-site locations east of State Street. 
Current Status

Park Boulvard Phase 1B represents the first onsite development on the former Stateway site.  With most underground new public utilities completed, housing construction started in 2006 and will be completed in three sub-phases.  Sub-phase 1B.1 is complete and leased, Phase 1B2 will be complete summer of 2008 and Sub-phase 1B.3 has not yet started construction.  

Phase 1B will consist of a total of 311 units including 100 public housing rental units and 211 affordable and market rate homeownership units with 17,000 sq. ft. of commercial/ retail space at the corner of 35th and State St.

The Pershing Phase 1A represents Stateway redevelopment’s first off-site phase.  Located at the northeast corner of State St. and Pershing Rd. (39th ST.), this 6 story structure provides eighty (80) low–income rental opportunities for both CHA and community residents including 27 public housing and 53 affordable rental units.   Construction of The Pershing was completed in 2005.

Phase 2 is currently under construction.

Phase IB Project Features:   

  • Diverse housing opportunities for different lifestyles will be provided through multiple building types designed by 7 diffferent architects. Ground level commercial space is provided along 35th & State St.
  • Housing mix will be 1/3 CHA, 1/3 affordable and 1/3 market rate. 
  • Pedestrian friendly neighborhoods & streets will be created thru the re-integration of the historic street grid, the development of open green space and provisions for 1:1 parking.
  • Three (3) Pocket Parks will provide additional green space and recreational opportunities.
