Henry Horner Homes is named after former Illinois Governor Henry Horner, who presided over the state from 1933 to 1940. Governor Horner is credited with pioneering several programs to aid the economically disadvantaged. The CHA’s original Henry Horner development was built between 1957 and 1969 for a total of 1,761 units. The development was a mix of midrise and high rise buildings. In the late 1980s, the Horner site became familiar to a national audience as the setting for the book, “There Are No Children Here,” a popular non-fiction account of two brothers living in Chicago’s public housing. The last residential building was demolished in May of 2008.
The Villages of Westhaven (Phase I)
In 2001, the CHA completed the first phase of redevelopment at Henry Horner Homes which totaled 551 new or rehabilitated replacement public housing units. The new community known as the Villages of Westhaven is a privately managed public housing development consisting of 200 unit town home development built on a portion of the original Henry Horner site, 261 scattered off-site units in the Near West Side community and an additional 90 rehabilitated units in the Horner Annex across from the United Center.Westhaven Park (Phase II)
The second phase of the Henry Horner redevelopment known as Westhaven Park will be constructed in three major phases on an approximately 26-acre site located on Lake Street on the north, Hermitage on the east, Washington on the south and Damen/Oakley on the west. Westhaven Park’s physical design will be primarily low-rise construction with two mid rises. The unit mix for phase II will consist of 764 new mixed income housing of which approximately 271 will be public housing, 132 affordable and 361 market rate. Of these totals, 465 are rental (60%) and 299 are homeownership (40%). The second phase of the Horner redevelopment is governed by a court order which requires that at least 220 housing units or 35% of the total units built to be set aside for public housing.Neighborhood Amenities
One of Chicago’s newest neighborhoods, Westhaven Park is located in the city’s Near West Side, situated across the street from the United Center. The new community will feature a new centrally located 1.75 acre park.Westhaven Park is located just minutes from the Loop, Little Italy, Greektown, and Randolph Street Market. Westhaven Park is just blocks from such well known institutions as the Illinois Medical District, James Jordan Boys and Girls Club, the University of Illinois at Chicago, Malcolm-X College, Brown School, Suder School, Dett School, Wilma Rudolph Learning Center, Spalding High School, First Baptist Congregational Church, Metro Baptist Church, Miles Square Neighborhood Health Center and St. Malachy School.
Current Status
Phase IIA Low-Rise RentalThis phase is located at the two ends of the site. The boundary for the western site is Oakley (w), Leavitt (w), Lake (n) and Washington (s); the eastern boundary is Hermitage (e). Wood (w) Lake (n) and Washington (s). Phase IIA rental consists of a total of 155 units, including 87 public housing, 31 affordable, and 37 market rate units.
These units are in low-rise buildings with 3 and 4 story construction and all units in this phase have been completed and occupied for approximately 2 years. In this phase, as will occur in future phases, new streets, alleys, sewers, water, electric lines, telephone lines and cable lines have been installed.

The boundary for this phase is the same as Phase IIA rental. These buildings are interspersed among the rental buildings to ensure a true mix of units in the redevelopment effort. Construction started in 2004. All but 4 of the low-rise market rate condo units have been occupied since the 1st quarter 2008. The midrise building is completely sold and occupied.Phase IIA Mid-Rise and Low-Rise For Sale includes a total of 173 units of which 60 for sale units are in 7 low-rise buildings and 113 units in 1 mid-rise building.

Phase IIB
Phase IIB which is under construction will consist of a total of 213 rental and for sale units and will be located between Wolcott (e), Damen (w) Lake (n) and Washington (s). Phase IIB Rental consists of 127 units of rental housing, including 70 public housing, 27 affordable and 30 market rate units.The development consists of three story row-houses and walkups in 17 buildings and one single story management office with a green roof. The rental closing occurred on October 2006 and final unit delivery is expected July 2008.

Phase IIB For Sale will consist of 86 units, including 17 affordable and 66 market rate units.
Phase IIC Rental
This phase of development is currently being planned and designed. An expected 203 total units are proposed, of which 113 are rental and 90 are for sale. The proposed building types for this phase include high rise and midrise buildings, walk-up units and townhomes. There is also a proposed 1.75 acre park. Phase IIC Rental is projected to close at the end of 2008.Of the 203 units 71 are public housing, 35 are affordable and 97 are market-rate.
