DESCRIPTION

To provide support to the Sr. Vice-President, HVC in the direction and management of the CHA’s Housing Choice Voucher (HCV) Program. Monitors, evaluates, and reports on the performance of the HCV Department strategic goals. The Director will report to the Sr. Vice-President, HCV Program.

SUMMARY OF ACCOUNTABILITIES:

  • Supervise a staff responsible for department functions including: data analysis, contract compliance, financial analysis, customer service, forecasting, information technology and procurement.
  • Monitor department operations to ensure that goals and requirements are met.
  • Prepare program progress reports and forecasts annual program goals.
  • Develop and recommend revisions and updates to HCV Program Administrative Plan and procedures manual.
  • Recommend, develop and implement policies and procedures for training, reporting, monitoring, and evaluating department employee goals.
  • Assist in developing and monitoring the Departmental budget and vendor budgets to ensure expenditures are in compliance with CHA and HUD requirements.  Coordinate with HCV vendors and CHA internal departments on all HUD notices and applications.
  • Oversee various program audit and compliance activities.
  • Represent the HCV Program at community meetings with intergovernmental task forces, community groups, vendors and other entities.
  • Represent the CHA at public presentations.
  • Chair departmental and/or divisional meetings.
  • In the absence of the Sr. Vice-President, assumes duties and attends meetings on behalf Sr. VP, as assigned.
  •  Assist the Sr. Vice-President in Internal or External Audit requests and responses.
  • Provide direction and supervision to QA/QC management staff.
  • Track inquiries and complaints from various stakeholder groups.
  • Provide creative and entrepreneurial solutions to ongoing challenges of administration of the HCV program, under the aegis of the Authority’s MTW agreement.
  • Prepare reports for the Board of Commissioners and other stakeholders as necessary.
  • Other duties as assigned.

   

REQUIREMENTS 

This position requires a Bachelor’s degree in Business or Public Administration or related field, although equivalent combinations of education, training and program experience will be considered.  The ideal candidate should also demonstrate at least 5 years of experience in increasingly responsible management of subsidized housing programs, including contract compliance. A Real Estate License and continuing education in HUD regulations on Section 8/HCV are preferred. The candidate must demonstrate strong analytical, organization and administrative skills and an extensive working knowledge of HUD regulations governing Section 8/HCV Programs.  The candidate will be required to test their knowledge of HCV program and to demonstrate an 85% or greater achievement on HCV Certification examinations. Administrative expertise in human resource management and interpersonal skills are essential.

Organizational management and time-management ability is critical to implement the changing methodology of HUD and CHA policies and procedures. Effective presentation and communications skills, both oral and written, are absolutely required.
