The Housing Choice Voucher Program Manager of Financial Compliance is responsible for coordinating the daily activities of the Housing Choice Voucher Financial Analyst and the Housing Choice Voucher Budget Analyst performance, preparing and reviewing reports from both CHA staff and contractors and ensuring that HCV Program is operating with financial integrity and efficiency.  Primary Responsibility will include: prepare assignments for staff, monitor staff performance, review and prepare financial quality assurance reports, review monthly leasing reports, review monthly Voucher Management System report, monitor department spending and budget requirements, review contractor budget expenditures. Reports to Director, Housing Choice Voucher Program.

 

Examples of responsibilities of this position may include, but are not limited to the following:

  1. Maintain technical knowledge relating to the HUD’s Section 8 program, including reviewing the HUD website for any updates.
  2. Supervise HCV staff, including financial analysts.
  3. Monitor and manage financial reports for the HCV Program, Moderate Rehabilitation Program, and HCV contractors, including accuracy and timeliness of financial data and report submissions within the CHA and to HUD.  
  4. Monitor and make recommendations on the effectiveness of financial checks and balances.
  5. Monitor program utilization in accordance with HUD requirements, including Unit Months Leased and Housing Assistance Payments.
  6. Analyze data; project potential funding shortfalls and surpluses; make recommendations for addressing problems and realizing opportunities. 
  7. Oversee preparation of budgets for special HCV Portfolio grant programs.
  8. Coordinate HCV activities related to all program reviews, including HUD monitoring and technical assistance reviews, HUD Office of Inspector General audits, annual Single Audit, and internal audits; Manage compliance with corrective actions related to such reviews and audits.
  9. Assist in the development, implementation, and evaluation of activities under MTW to improve financial performance of the program.
  10. Review and maintain policies, procedures, and reports relating to HCV, Moderate Rehabilitation Program, and ensure compliance with all regulatory requirements.
  11.  Establish and maintain effective working relationships with CHA staff and contractors assigned to the HCV Programs.
  12.  Update and maintain policies and procedures manual for HCV Finance Procedures for the HCV Portfolio, including budgets. 
  13. Serves as designated specialist in charge of receiving, analyzing and making recommendations on owner requested rental adjustments. Ensures that rental adjustments are done in accordance with applicable HUD guidelines. Reviews and analyzes Budget-Based rent adjustments, AAF/OCAF rent adjustments, Special Rent Adjustments, Rent Comparability Studies and Utility Allowance.
  14.  Special projects as assigned.

REQUIREMENTS:

Must possess a Bachelor’s Degree in Accounting or Finance; an MBA and/or CPA preferred.  This position requires experience in reviewing detailed budget line items and conducting financial audits to ensure the efficient and cost effective operation of the HCV Program.  Minimum of five (5) years of accounting, auditing and/or finance experience required.  Previous contract management, auditing and/or financial analysis experience considered a plus.  Familiarity with HUD’s Housing Choice Voucher Financial Management Requirements desirable.  The position requires proficiency with Visio and Microsoft Office products (i.e. Word, Excel, PowerPoint, Project, Visio & Outlook).  Must be able to communicate effectively both verbally and in written form with all levels of management. The candidate must be certified in Housing Choice Voucher programs or achieve certification within six (6) months on of employment.
