Compliance Auditor - Finance

The primary purpose of this position is to ensure that CHA is in full compliance with Federal, HUD and CHA requirements, laws, rules, and regulations as they pertain to the American Recovery and Reinvestment Act (ARRA) (stimulus) funds provided to the Chicago Housing Authority. Moreover, the position ensures that all necessary compliance protocols are reviewed in accordance with ARRA requirements.

This position requires comprehensive knowledge of financial and operational audits; the ability to prepare and develop appropriate data testing techniques related to HUD compliance requirements. Ensure that all affected departments are provided with documentation outlining the necessary compliance/reporting timelines and requirements. This position will review, and evaluate all departmental compliance procedures and compile and correlate results of all audit field work; and present audit results effectively in both verbal and written form.

Summary of Primary Accountabilities

Examples of responsibilities of this position may include, but not limited to:
  • Performs in-depth research of all compliance requirements related to ARRA (stimulus) funds and to obtain a comprehensive knowledge of the procedural methods used and to better understand each aspect of operation in order to develop relevant internal controls and formal audit programs related to stimulus project activities.
  • Develops and implements detailed internal control questionnaires to identify potential weaknesses and to ensure adherence to applicable laws, rules and regulations related to ARRA stimulus activities.
  • Develops preliminary audit findings which capture adverse conditions, establish accepted criteria, identify and proves actual disclosed conditions, isolates causal factors, establishes magnitude and related effects, and provides recommendations for problem resolution to assist in developing a formal report related to compliance with HUD requirements etc.
  • Draft procedural reports in an effort to provide CHA management with a comprehensive understanding of the audit components related to ARRA stimulus funds including the identification of problems and effective techniques to resolve issues in a cost effective and viable manner.
  • Maintains audit data, records and files in accordance with established policies and procedures as outlined in the HUD reporting requirements governing the use of ARRA stimulus fund activities and to ensure that all audit work performed is supported and substantiated by appropriate documents and other required evidentiary information.
  • Utilize CHA-wide computerized data from the CHA’s various computer systems to efficiently identify, account for, and audit CHA operations by using computerized auditing techniques in accordance with established OIG policies and procedures and computer industry methods and standards.

 

Requirements

This position requires a Bachelor’s degree in Accounting or Finance from an accredited college or university, plus a minimum of three years of experience in financial, compliance and electronic data processing (EDP) audits. Certification as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA) or Certified Government Audit Professional (CGAP) a plus.

This position requires effective analytical, problem solving, planning and organizational skills to conduct audit related interviews and prepare detailed audit findings and analyze statistical data. High proficiency in Excel, Word, and Microsoft Access required. Excellent verbal and written communication skills required. Must maintain a valid State of Illinois Driver’s License.
