The Chicago Housing Authority (CHA) is a Moving to Work (MTW) Agency and the largest owner of rental housing in the city of Chicago, providing homes to more than 50,000 families and individuals, while supporting healthy communities in neighborhoods all across the city. CHA has more than 9,200 apartments in buildings designated for seniors and over 11,400 units in family and other housing types. It also oversees the administration of 37,000 Housing Choice vouchers that allow low-income families to rent in the private market.
The CHA is a municipal not-for-profit corporation, governed by a Board of Commissioners consisting of ten members appointed by the Mayor.
The Senior Vice-President (SVP) will direct and provide oversight to the Traditional Portfolio which includes 4,249 Family units, 8,104 Senior units and 2,905 Scattered Site units. Scattered Sites units are buildings and units of varying types located in the broader Chicagoland communities.
The SVP will also oversee the CHA Asset Manager team responsible for monitoring the private property management firms assigned to oversee the day-to-day operations of the Traditional portfolio. These operations include but is not limited to: overseeing occupancy/leasing, marketing, resident selection, resident relations, annual resident re-examinations, lease enforcement, rent collection, evictions, routine and emergency maintenance and repairs, management of the grounds and public spaces, budgeting, accounting and capital planning.
Will be responsible for the following direct reports: Director of Traditional Portfolio, Director of Administration & Occupancy, Director of Policy & Compliance, Director of Resident Outreach and Manager of Camera Surveillance & Emergency Services.
Summary of Accountabilities
Examples of the responsibilities for this position may include, but are not limited to:
- Provide leadership to the direct reports responsible for managing the activities of the Traditional Portfolio and ensure the delivery of services to CHA residents in the most effective and efficient manner.
- Promote effective relations between the Authority and its residents, meet and confer with government officials, elected representatives and community leaders for the purpose of maximizing public housing services and ensuring compliance with applicable federal, state and local government laws and regulations.
- Attend senior staff and Board of Commissioners meetings for the purpose of recommending and interpreting public housing plans, policies and programs.
- Attend meetings with HUD, municipal officials, consultants, contractors, City Hall representatives, residents and community leaders to resolve conflicts or communicate policies, procedures and general information.
- Represent the CHA before public entities, mixed income condominium boards, town hall, community and neighborhood groups as appropriate.
- Will be on call 24/7 and expected to address sensitive/emergency community incidents and issues as they occur.
- Oversee and ensure the quality of service and reporting by establishing systems and procedures that assure compliance with Asset Management reporting standards and relevant HID and city/state regulations.
- Direct the development and implementation of compliance and monitoring procedures for site operations at properties assigned to Asset Management. This includes: management plans, marketing and leasing strategies, camera initiatives, site budgets, capital planning activities, financial goals, internal audit reviews, resolution of tenant disputes, affirmative marketing, HUD requirements, and training to insure program compliance.
- Interfaces directly with the principals of the private property management firms as needed regarding site level activities and contract performance issues. Make recommendation for contract parameters, business terms, and termination as necessary.
Job Specifications
This position requires a Bachelor’s Degree in Finance, Urban Planning, Business Administration, Public Administration, or a related field of study plus seven years of progressively responsible property management experience. Master’s degree preferred.
Experience in either public and/or private housing sectors, comprehensive knowledge of acceptable management principles and practices combined with strong financial management skills. Working knowledge of subsidized or federally assisted programs, HUD regulations and Real Estate Law helpful.
Must possess excellent verbal, written and interpersonal communication skills to interact effectively with government officials, elected representatives, community leaders, residents, senior staff members, etc. Computer literacy needed plus effective organization, planning reasoning, problem solving skills.
