The Purchasing Manager directs and manager directs and manages the daily procurement activities for the Chicago Housing Authority to ensure requirements are within the organizational policy and procedures.  Manage and oversee work related matters for Buyers, Senior Buyers, and Project Coordinators.  Responsible for reviewing and supervising the development and execution of Invitation for Bids, Request for Proposals and ensuring project timelines are adhered.  Oversee the integrity and maintenance of contract files documentation.  Identify and develop continuous improvement processes.  Perform procurement outreach activities communicating Chicago Housing Authority’s procurement process.  Ability to work independently, employ excellent business decisions to solve problems, and implement solutions.

 

SUMMARY OF DUTIES AND RESPONSIBILITIES:

Examples of responsibilities of this position may include:

  1. Determine and implement the appropriate method of procurement to secure the requested service, commodity or supplies and execute the necessary action
  2. Review and approve Buyers and Senior Buyers Invitation for Bids, Request for Proposals and other departmental assignments
  3. Direct the procurement staff in the planning, organizing and monitoring the overall procurement activities
  4. Identify, evaluate and resolve departmental work related issues
  5. Establish departmental priorities while using sound business judgment and discretion to ensure project timelines, milestones and activities across various projects are completed
  6. Collaborate with user departments to provide direction and contract oversight
  7. Perform systems and internal control reviews of departmental work
  8. Gather and collect information on problems to determine areas of deficiencies
  9. Prepare and submit procurement recommendation to CHA management
  10. Resolve disputes between suppliers and requisitioners regarding service, cost, and delivery
  11. Prepare appropriate correspondences to suppliers relating to inquiries and procurement issues
  12. Maintain the integrity of contract files documentation and ensure information is properly stored on CHA network
  13. Responsible for ensuring various reports are maintained with current information
  14. Manage, train, and evaluate staff performance to ensure they are knowledgeable and skilled to perform the assigned position requirement
  15. Prepare and review departmental board items and reports for management
  16. Facilitate procurement training workshops for vendors and CHA staff

 

EDUCATION AND EXPERIENCE REQUIREMENTS:

This position requires a Bachelors Degree in Business Administration or a related field with a minimum of seven (7) years of progressive procurement experience and at least three (3) years of demonstrated supervisory experience. Experience in various procurement areas such as construction, professional services, and supply commodities. Experience within the public procurement a plus.

 

KNOWLEDGE SKILLS AND ABILITIES

Knowledge and understanding of procurement methods, principles and terminology.  Require effective verbal, written, and interpersonal skills to work with a diverse staff of managerial and professional employees. Proficient in analyzing and evaluating data. Strong organizational, problem solving and analytical skills. Skilled in project management, supervising and providing excellent customer service. The ability and skills to exercise and use sound business judgment, discretion, maintain confidentiality and work on multiple projects simultaneously. Must be able to perform and work well under pressure.

Proficient in Word, Excel, and PowerPoint. Must have and maintain a valid driver’s license.

The incumbent is required to possess or be able to obtain within 24 months of employment a recognized purchasing/contracting/procurement certification. Examples are certification from the National Institute of Government Purchasing (NIGP), National Association of Purchasing Managers. The incumbent must maintain certification and undergo recertification as required.
