Assstant Director of HCV Communication, Research and Outreach

The Assistant Director of the Housing Choice Voucher Communication, Reporting and Outreach  will  assist in the development, monitoring and reporting, of the Housing Choice Voucher Program efforts to communicate with internal and external stakeholders on program performance, programs to enhance customer service and expand landlord participation in the Program and opportunities under the CHA HCV Moving to Work Program. 

Reporting to Director of HCV, the Assistant Director will be responsible for the tracking, resolution and reporting of issues brought to the attention of the HCVP through internal and external stakeholders including the US Department of Housing and Urban Development; local, state and national elected officials, City of Chicago Departments; CHA Executive Staff and others. 

Striving to improve customer service and expand opportunities to Landlords, the Assistant Director will oversee quarterly surveys; conduct focus group research; research other PHA’s; meet with community stakeholders and assist in the development of programs to improve the HCV Program.

The Assistant Director will also perform specific responsibilities of this position include but are not limited to the following:

  • Responsible for preparing management reports on HCV activity, providing direction and interpretation of HCV policies and procedures in compliance with CHA policies and HUD regulations. (Compliance & Policy)
  • Improve the operating procedures, compliance, and productivity of the HCV department by identifying, evaluating, and resolving customer service and constituent issues through effective implementation among Contractors. (Compliance & Policy & Customer Service)
  • Act as liaison for the department with private and public service providers (Communication & Customer Service)
  • Assess the HCV departments performance in meeting customer service goals (Compliance)
  • Assist to design, monitor and report on strategic program goals for MTW demonstration (Administrative Policy & Procedures & Compliance)
  • Assist in development of Administrative Plan updates (Administrative & Compliance)
  • Administer quarterly/annual Customer Satisfaction survey to HCV owners & participants and report on various metrics and trending (Communication & Customer Service)
  • Collaborate with CHA internal department s/project teams to identify and suggest enhancements and upgrades to the system of record to ensure integrity of data, staff efficiency, and the customers experience (Compliance)
  • Spearhead HCV special projects and initiatives
  • Serves as liaison among HUD, the contractors and CHA to ensure that the Program operations are in accordance with established regulations.
  • Prepares Board Resolutions and attends pre-board committee meetings, as necessary

 

REQUIREMENTS

This position requires a Bachelors Degree in Social Work, Public Administration, Business Administration, urban studies, city and regional planning, finance, economics, law or a related field.  The position also requires at least two years working experience with HUD’s Housing Choice Voucher regulations or affordable housing, or community development activity.  In addition, five (5) years of increasingly responsible experience in real estate development or administration of a federally subsidized housing program is desired. The following certifications are preferred: Section 8 regulations.  The selected candidate will be required to pass certification examinations at a 85% or higher level within 120 days of their hiring date

The successful candidate must demonstrate strong analytical, organization and administrative skills.  Organizational management and time-management ability is critical to implement the changing methodology of HUD and CHA policies and procedures. Effective presentation and communications skills, both oral and written, are absolutely required.
