Program Liaison

The Program Liaison serves as primary point of contact for one or more contracted agencies and is responsible for ensuring the FamilyWorks contractor is continually informed about CHA policies, housing options, employment opportunities, and supportive services and resources. The Program Liaison collaborates with FamilyWorks agencies and other Resident Services and CHA staff to identify issues, potential solutions and successes and to assess processes and systems toward continuous improvement. Reports to the CHA Director of FamilyWorks. Primary responsibilities will include but not be limited to the following:
- Serves as coordinator for the FamilyWorks contractors, CHA Asset Management, and the onsite property managers regarding implementation of the FamilyWorks program.
- Ensures that established priorities, rules, and procedures set for the FamilyWorks program are followed and completed within specified time frames.
- Develops timely, accurate, and comprehensive reports/summaries as required to document FamilyWorks agency activities.
- Directly delivers and or creates venues for FamilyWorks contractors to receive training regarding CHA documents, policies, procedures and data systems; facilitates FamilyWorks contractors’ attendance at larger training opportunities; provides technical assistance as needed.
- Continuously informs FamilyWorks contractors of housing opportunities, policies and procedures; provides technical assistance as needed.
- Works with FamilyWorks contractors to ensure CHA families are linked to child care, youth services, clinical resources and other opportunities.
- Specifically coordinates with FamilyWorks contractors, Section 3 and external partners to maximize the utilization of education; employment preparation programs; job training, placement and retention.
- Ensures FamilyWorks contractors understand and follow required documentation protocols and procedures.
- Coordinates with the CHA staff liaison to the Central Advisory Council regarding communications with the Local Resident Advisory Councils and the Central Advisory Council; similarly coordinates with the CHA Ombudsman’s Office regarding communications with public housing residents living in mixed-income/mixed finance communities.
- Ensures collaboration and coordination between FamilyWorks contractor and the CHA Housing Choice Voucher Program contractors.
REQUIREMENTS
This position requires a Bachelor’s degree in Social Work, Business/Public Administration, Sociology or a related field and two to three years of progressively responsible experience. Candidate must have experience working with low-income families; familiarity with clinical issues preferred. Experience working with community-based service providers, educational institutions and/or workforce development programs is required. Must possess excellent verbal, written, customer relation skills, and effective problem-solving and organizational skills. Must have the ability to exercise objective judgment, discretion and work on multiple initiatives simultaneously. Required proficiency in Microsoft Office Suite. The ideal candidate will possess a quick learning curve, professional office demeanor, a sense of urgency, and the ability to achieve successful project outcomes. Will work from the field regularly with external partners and families; for periodic work in the field, candidates must possess a valid State of Illinois Driver’s License.
