Mobility Counseling Program
The Mobility Counseling Program assists families to move into Opportunity Areas*, neighborhoods throughout the City of Chicago that offer quality housing and lower-crime rates. Current Housing Choice Voucher (HCV) participants, new admissions and families porting-in from another Housing Authority can take advantage of the Mobility Counseling Program.
Mobility Counseling Program Services
A Mobility Counselor assists families to identify their needs and wants in terms of housing and community, as well as locating a unit in an Opportunity Area. Participating families work with the Mobility Counselor before, during and after their move to assist with transition into new communities (e.g. locating community resources, enrolling children in schools). Participants can also take advantage of the following benefits:
- Workshops on home maintenance, financial management and tenant rights
- Community tours and unit search assistance
- A grant of up to $500 to be used toward a security deposit, the purchase of new furniture or training courses to obtain a driver’s license**
Enrollment in Mobility Counseling
CHA representatives present information about the Mobility Counseling Program at HCV Moving Briefings to families relocating within the city, or new families moving in from the waitlist or another Housing Authority. *An Opportunity Area is currently defined as a community with less than 23.49% of individuals having income below the poverty level and with no more than 30% of the resident families being African American. CHA intends to revise the definition and districting of Opportunity Areas in 2012.

**In order to receive the incentive grant, the participant must attend a mandatory orientation and workshops, and lease a unit in an Opportunity Area.
