Housing Choice Voucher Program Integrity Manager

The Housing Choice Voucher Program Integrity Manager is responsible for coordinating the daily activities of the Housing Choice Voucher Quality Assurance team, monitoring staff performance, preparing and reviewing reports from both CHA staff and contractors and ensuring that HUD submissions and related activities are conducted in a timely and correct manner. Primary Responsibility will include: prepare assignments for Quality Assurance Staff, monitor staff performance, review and prepare quality assurance reports, review all HUD submissions to determine contractor and CHA timeliness and accuracy of submissions. Reports to Director, Housing Choice Voucher Program.

Summary of Accountabilities

  • Manage staff of three Quality Assurance File Reviewers; Special Program Quality Assurance Analyst; and two Housing Quality Standards Quality Assurance Analysts
  • Review staff reports to ensure accuracy of data
  • Prepare Departmental Reports for CHA Executive Management, CHA Board and HCV Contractors
  • Ensure timely completion of corrective action by HCV Contractors
  • Ensure timely update of central depository of all documentation
  • Maintain full understanding of program requirements, procedures, goals, as well as HUD and internally established measurement systems, including satisfactory performance thresholds
  • Maintain a full understanding of CHA and vendor contract requirements
  • Conduct PIC data checks to identify performance problems and ensure that corrective measures
  • Produce simulated SEMAP scores
  • Track program utilization and Voucher Management System (VMS) reporting to match records
  • Monitor data submission, data retrieval, and the timeliness and accuracy of CHA and vendor activities in the following areas
  • Enterprise Income Verification (EIV)
    • Income discrepancy reports addressed monthly
    • Review File Review records to determine whether EIV is properly used in the verification and calculation of income
  • PIH Information Center (PIC)
    • PIC corrections are made timely
    • Ensure any inspection backlogs are properly addressed
    • Ensure any annual recertification backlogs are properly addressed
  • Portability
  • Perform other HCV Quality Control Program functions, including file reviews, financial and HUD report reviews, as requested.

 

REQUIREMENTS 

This position requires a minimum of three years of relevant experience that includes the use of electronic and computerized information systems and Microsoft Word and Excel. Experience in conducting audits and/or reviews preferred. Must possess excellent verbal and written communication skills. Requires effective problem-solving, analytical, and organizational skills. The ideal candidate will display enthusiasm for undertaking challenges, a professional and respectful demeanor, and the ability to establish and meet critical goals.

Current certification or required certification within 3 months of acceptance of the position of Housing Specialist at the level of 85% or greater; certification in Housing Quality Standards at the level of 85% or greater.
