The Assistant Director of Program Data & Systems Management will be responsible for the management and reporting of Housing Choice Voucher Program data in the information systems of the Chicago Housing Authority and the Department of Housing and Urban Development (HUD).  The Assistant Director will develop and implement reports using the CHA and HUD information systems to ensure that the operations of HCVP are recorded and reported in a timely, accurate and consistent manner across the portfolio. 

The Assistant Director will ensure that changes to the CHA systems are properly tested, documented and implemented such that the HCVP uses the tools in the manner prescribed to achieve the highest degree of information validity outcomes. 

Reporting to Senior Vice President of HCV, the Assistant Director will be responsible for the development and implementation of reports to ensure that the HCVP is performing in compliance with rules and regulations prescribed by HUD and in accordance with its Administrative Plan.  The Assistant Director will also oversee report development, systems implementation, testing, training, and procedures development for all information systems in the HCVP. 

Specific responsibilities of this position include but are not limited to the following:

  • Responsible for preparing management reports on HCV activity, providing direction and interpretation of HCV policies and procedures in compliance with CHA policies and HUD regulations.
  • Improve the operating procedures, compliance, and productivity of the HCV department by identifying, evaluating, and resolving program compliance issues through effective implementation among Contractors.
  • Generate reports using HUD systems and ensure proper corrective actions taken to improve reporting accuracy.
  • Assess the HCV operations’ performance in meeting contract performance standards.
  • Assist to design, monitor and report on strategic program goals for MTW demonstration.
  • Assist in development of Administrative Plan updates.
  • Collaborate with CHA internal departments/project teams to identify and suggest enhancements and upgrades to the system of record to ensure integrity of data, staff efficiency, and the customers experience
  • Responsible for coordinating all HCV technical and IT systems to ensure consistent functionality in accordance with the needs of Program operations as well as CHA and HUD Regulations.
  • Track operational trends, goals and initiatives.
  • Responsible for ongoing operational reporting and technical system training for CHA-HCV Staff and other staff as assigned.

 

REQUIREMENTS

A Bachelor’s Degree is preferred or combination of education and experience in Social Work, Public Administration, Business Administration, urban studies, city and regional planning, finance, economics, law or a related field. A minimum of five years working experience with HUD’s Housing Choice Voucher regulations or affordable housing, or community development activity is required.  In addition, five (5) years of increasingly responsible experience in Information technology or administration of a federally subsidized housing program is desired. The following certifications are preferred: Section 8 regulations.

The successful candidate must demonstrate strong analytical, organization and administrative skills.  Organizational management and time-management ability is critical to implement the changing methodology of HUD and CHA policies and procedures. Effective presentation and communications skills, both oral and written, are absolutely required.  The selected candidate will be required to pass certification examinations at 85% or higher level within 120 days of their hiring date.
