Quality Control Analyst

This position is responsible for monitoring a select portfolio of properties relative to Housing Quality Standards (HQS), Uniform Physical Conditions Standards (UPCS) and CHA quality standards by conducting monthly on site, in-unit inspections of all properties and reporting findings to Asset Managers in a comprehensive/standardized report. In addition, this position will support the ongoing reporting analyses of financial, operational, and regulatory compliance for the assigned properties.
This position is responsible for the following:
- Reviews and monitors eligibility documentation and calculations and relevant supporting documentation by conducting quality control audits of electronic tenant files to ensure compliance with HUD/CHA regulations;
- Reviews and monitors Property Manager leasing documentation and practices to ensure compliance with HUD/CHA regulations;
- Conducts HQS inspections for assigned units;
- Reviews YARDI reports on a regular basis to ensure all relevant indicators are compliant with required CHA policies and program requirements;
- Informs Asset Manager of emergency deficiencies, and conducts appropriate follow-up to ensure emergency responses are made to address deficiency.
- Recommends corrective action to findings at properties and summarizes to AM in the monthly property quality report.
- Monitor each asset as compared to the annual budget and long-term plans, which are produced and reviewed by both the management company and the Asset Manager, and Director of the Property Rental Assistance Program.
- Review reports, follow-up summaries, and contract files to identify critical aspects of each property and highlight key issues for the AM: capital programs, marketing, leasing, personnel, delinquencies, unplanned expenses, YARDI reports, and miscellaneous issues.
REQUIREMENTS
A Bachelor’s Degree in Public Policy, Business or Public Administration, or a related discipline or an equivalent combination of education and related work experience. Three years of experience in research or business analysis performing policy, quantitative or related technical analysis. Ability to demonstrate excellent working knowledge of Microsoft Excel, Access, and Word are required. Certification to conduct public housing rent calculations, conduct HQS inspections, and knowledge of housing choice voucher program is desired.
