Asset Manager

The Manager is responsible for reviewing and/or supervising asset management activities, including conducting annual Asset Management Review and quarterly status review of financial, operational, and waitlist management to ensure program compliance for PRA units.  This position is also responsible for working closely with PRA Owners and management firms to assess operational performance relative to long term strategic planning and detailed service levels.  This position serves as the key contact for on-going monitoring and communication with Owners and management firms during the contract period.

Some specific responsibilities for this position include the following:

  • Ensures Owner/management firm compliance with program requirements;
  • Monitors PRA HAP contracts, financial and occupancy reporting, inspections, rent adjustments, and program compliance;
  • Act as the lead for annual Asset Management Review initiation and any prescribed follow-up;
  • Conducts regular analysis of operating statements, budgets, property condition reports and other data relating to asset management, reporting to Director of Property Rental Assistance;
  • Maintains clear and consistent communications with Owner or management representative regarding project capital and operating budgets, lease up, maintenance, rent collections, annual monitoring, and program requirements;
  • Acts as team lead for program staff to identify and meet CHA property goals: occupancy, revenue, cost and resident service objectives.
  • Identifies and recommends strategic plans for each property including capital repairs, compliance/procedural changes, and leasing/marketing efforts.
  • Interfaces with MAP and internal audit to provide required HUD documentation.
  • Represent the CHA before public bodies and community and neighborhood groups as appropriate.
  • Works with Owner and management company representative to coordinate pre-leasing activities prior to HAP execution as appropriate.

 

REQUIREMENTS

Bachelor’s or graduate degree in Finance or related field or equivalent experience with strong financial abilities. Must possess 3-5 years of experience in real estate or finance and must possess an ability to prepare financial feasibility reports and proposals.  Must have experience in developing business and strategic plans. The candidate must possess strong analytical and writing skills.  The candidate must have a demonstrated ability to work effectively with a wide variety of economic and educational strata of stakeholders.  The ability to read and understand contracts and property agreements is required.  Certification to conduct public housing rent calculations, conduct HQS inspections, and knowledge of housing choice voucher program or project based voucher program is desired.  Ability to demonstrate excellent working knowledge of Microsoft Excel, Word and Access is required.
