Compliance Manager - Procurement & Contracts

The Compliance Manager directs and manages the daily compliance activities for the Chicago Housing Authority to ensure M/WBE, DBE and Section 3 requirements are within the organizational policy and procedures. Manage and oversee work related matters for the Compliance Specialists. Responsible for ensuring all federal laws pertaining to the Davis-Bacon Act are adhered. Ensure procedures are in place to monitor labor contracts where prevailing wages are paid by contractors and subcontractors, and the appropriate number of minority-owned business and residents are represented. Responsible for reviewing and supervising contractor’s payments, and resolving contractors compliance issues. Oversee the integrity and maintenance of contract files documentation. Identify and develop continuous improvement processes. Perform compliance outreach activities communicating Chicago Housing Authority’s minority participation requirements and compliance process. Ability to work independently, employ excellent business decisions to solve problems, and implement solutions.

DESCRIPTION

Responsibilities of this position may include but are not limited to the following:

  • Oversee the appropriation of M/WBE, DBE and Section 3 requirement on goods and services procured by the Chicago Housing Authority
  • Review and approve Compliance Specialists contractors utilization plan
  • Direct the compliance staff in the planning, organizing and monitoring the overall minority compliance activities
  • Manage the facilitation of pre-construction conferences with contractors to ensure compliance obligations are understood and clarify Department of Labor, and HUD wage guidelines, CHA procedures, and M/WBE and DBE business goals
  • Identify, evaluate, and resolve departmental work related issues
  • Establish departmental priorities while using sound business judgment and discretion to ensure project timelines, milestones and activities across various projects are completed
  • Collaborate with user departments to provide direction and compliance oversight
  • Prepare M/WBE, DBE and Section 3 Compliance activity reports
  • Perform systems and internal control reviews of departmental work
  • Gather and collect information on compliance problems to determine areas of deficiencies and provide solutions
  • Prepare and submit compliance recommendations to CHA management
  • Resolve disputes between contractors and CHA regarding MWBE and Section 3 requirement
  • Prepare correspondences to contractors relating to inquiries and compliance issues
  • Maintain the integrity of compliance files documentation and ensure information is properly stored on CHA network
  • Responsible for ensuring various reports are maintained with current information
  • Manage, train, and evaluate staff performance to ensure they are knowledgeable and skilled to perform the assigned position requirement
  • Prepare and review departmental board items and reports for management
  • Facilitate compliance training workshops for vendors and CHA staff

 

JOB SPECIFICATIONS

This position requires a Bachelors Degree in Business Administration or a related field with a minimum of seven (7) years of progressive compliance experience and at least three (3) years of demonstrated supervisory experience. Experience in Contract Administration, EEO, Affirmative Action monitoring and project management experience. Experience in working with federal, state, and local requirements. Legal experience a plus.


KNOWLEDGE SKILLS AND ABILITIES

Knowledge and understanding of the federally mandated Davis Bacon Act and related laws, prevailing wage laws, the U.S. Department of Housing and Urban Development (HUD) Section 3 requirement to employ low and very low income Chicago area residents, M/WBE and DBE requirements, affirmative action and contracting procedures.

The ability and skills to conduct audit reviews and apply methodologies and practices. Require effective verbal, written, and interpersonal skills to work with a diverse staff of managerial and professional employees. Strong organizational, problem solving and analytical skills. Proficient in analyzing and evaluating data. Skilled in project management, supervising and providing excellent customer service. The ability and skills to exercise and use sound business judgment, discretion, maintain confidentiality and work on multiple projects simultaneously. Must be able to perform and work well under pressure.

Must be computer literate with proficiency in Word, Excel, and PowerPoint and math aptitude for statistical calculations. The incumbent must have and maintain a valid driver’s license.
