Budget Analyst - Office of Budget Management

Salary: $40,213 - $50,000

Under general supervision, this position assists in the planning, coordination and preparation of the operating budgets to ensure conformity and compliance with federal regulations, especially as it relates to American Recovery and Reinvestment Act (ARRA) stimulus funds granted to the Chicago Housing Authority (CHA) from the Department of Housing and Urban Development (HUD).  This position and the duration of employment will not exceed two (2) years.

DESCRIPTION

Examples of the responsibilities of this position include:

  1. Review and evaluate proposed budgets and finalize revisions to determine accuracy of calculations and compliance with proper budget procedure based on HUD regulations.
  2. Input data into computer system to track and report the use of ARRA funds granted to the CHA.
  3. Input data into computer system to develop comprehensive budgetary documentation and track budget activities.
  4. Prepare letters, memos, and reports to document the operational activities related to the budget process, as well as the status of stimulus projects.
  5. Participate in the preparation of consolidate budgets and supporting schedules/explanations, and in reconciling discrepancies between budget and actual information.
  6. Assist in preparation of obligation and expenditure activities related to all stimulus funds.
  7. Analyze and evaluate departments’ work plans and practices to make recommendations on budget requests.

JOB SPECIFICATIONS

This position also requires a thorough knowledge of financial analysis and budgeting, considerable knowledge of accepted accounting principles and auditing techniques; working knowledge of manual and automated accounting systems.  This position also requires extensive ability to calculate and evaluate mathematical data related to accounting and financial activities, strong communication skills both written and oral, excellent analytical abilities (i.e. comparison or actual and proposed budgets).

This position also requires a B.S. in Accounting or Finance, a minimum of two to three years experience in an accounting or finance environment, or the equivalent combination of education and related experience.
