DESCRIPTION

Reporting to the Director of Project Based Rental Assistance, the incumbent will provide management and leadership resulting in fulfillment of portfolio goals related to procurement, data integrity, budgeting, financial analysis and oversight to insure the financial integrity of PHA-Assisted units.  Insure portfolio compliance with Section 42 of IRS Code and HUD requirements related to PIC, REAC and YARDI systems. 

 

Summary of Accountabilities

  • Manage and maintain solutions to Public and Indian Housing Information Center (PIC) system, YARDI system and various other systems of record.
  • Identify key issues for compliance with CHA, HUD, DOH, IRS, FHA, private lenders, partners, etc.
  • Coordinate team training related to YARDI, PIC, REAC, HUD-related systems as needed.
  • Support YARDI modules and various management reports.
  • Assist with the identification, development and implementation of a database to serve as a repository for mixed income data and information.
  • Develop and support a web-based tenant file audit tool.
  • Assist with the preparation of RFPs/RFQs and review responses as needed.
  • Gather information to support portfolio budget and policy decisions.
  • Facilitate communication and maintain cooperative working relationships with Research, Reporting & Communications, Treasury, Finance, Budget, other CHA staff and other external partners.
  • Define key performance indicators relating to regulatory and financial reporting and create a compliance monitoring system
  • Manage the audit, budget, and financial reporting and analysis process for the mixed-income and project based rental assistance programs

 

REQUIREMENTS

  • Bachelor’s degree in business, accounting, finance, data systems or other relevant discipline.
  • Combination of minimum of five years related experience or education in banking, information technology systems, finance, and/or asset management.
  • Working knowledge of HUD rules and regulations.
  • Working knowledge of LIHTC rules and regulations.
  • Effective written, verbal, interpersonal and customer service communication skills.
  • Ability to produce and obtain information necessary to produce reports; effective analytical, problem-solving skills necessary to analyze data.
  • Strong analytical and problem-solving skills applicable to affordable housing transactions.
  • Advanced knowledge of analytical techniques, evaluation strategies and data collection instruments.
