Snr. Systems Analyst - Information Technology Services

The Sr. System Analyst must be able to design, implement, and enhance applications using the Chicago Housing Authority’s standards and guidelines; and communicate detailed technology architecture, development methodology, and implementation strategy to project teams.

It is critical that this individual have strong verbal and written communication skills with the ability to effectively convey information to audiences of varying technical aptitude and organizational levels. This individual must have the ability to lead people, gain consensus and foster teamwork among various technical and business groups.

SUMMARY OF PRIMARY ACCOUNTABILITIES

Examples of responsibilities of this position may include, but are not limited to

  1. Collaborating with project teams and end users to assess the needs of either “buy-or-build” industrial or commercial software or hardware.
  2. Supporting the ITS department’s activities to effectively ensure completion of the applications.
  3. Engineering high level requirements to derive system specs, architecture specs, functional specs, detailed design specs and feasibility prototypes
  4. Developing different test scripts with business users and developers to ensure the quality of applications.
  5. Supporting data model development interoperability of the various applications.
  6. Organizing application documentation and training materials to ensure thorough knowledge transfer in order to provide an integrated, reliable production environment.
  7. Participating in various project meetings to provide architecture development status, and to communicate architecture concepts across different projects.
  8. Identifying risk and providing recommendations to mitigate and/or eliminate risk.
  9. Interfacing with different development teams, and possessing the capability to contribute in a fast paced, integrated team environment.
  10. Conducting and participating in code reviews of either CHA developed or vendor-supplied applications.

 

REQUIREMENTS

  • Strong C#, ASP.Net developing skills on .NET framework
  • 3+ years development experience in C#, ASP.NET, C++, Visual Basic and/or VB.NET with MS Visual Studio
  • Experience in developing three tier applications based on the .NET platform
  • Extensive knowledge of SQL Server 2005 or higher; Oracle PL/SQL skills are a plus
  • Understanding of Microsoft Active Directory and AD Security
  • Experience with Microsoft Office SharePoint Server (MOSS) 2007
  • Thorough understanding of and experience with SharePoint building blocks such as site collections, features, web contents, site definitions, portal sites, layout, web parts, and libraries
  • Ability to customize SharePoint portal layout, implement features, create dynamic workflow, develop web parts, and generate reports with Sharepoint Reporting Server
  • Must have the ability to analyze requirements and functional design specifications, write technical design specifications, and construct and test application programs
  • Excellent interpersonal skills with the ability to communicate effectively at both a business and technical level
  • Strong written and verbal communication skills with the ability to produce business-driving technical reports
  • Self motivated and focused, with a positive outlook and excellent organizational skills
  • Bachelors degree in Computer Science, Information Technology, or equivalent work experience
  • Experience working in a project team-oriented environment
