As CHA residents move into new mixed-income communities they will experience
changes in the rules. Residency requirements will be established at each site.
These criteria are simply standards, rules, or tests that property managers use to assess any resident (public housing, affordable, or market rate) interested in moving into the new development. These criteria often include credit history and criminal background checks, drug testing, housekeeping or home visits, and an evaluation of a resident’s employment and economic self-sufficiency record. These criteria build upon the CHA’s existing admission and occupancy policies, they do not replace them. Residency criteria may vary from one development to another, many property management offices will choose to adopt the ones mentioned above to ensure a thriving mixed-income community. Many CHA residents already meet the new criteria of their housing choices; others can work to meet them. The CHA’s Service Connector program is designed to link residents to the social services they need to achieve and maintain lease compliance while meeting the development’s leasing criteria. The CHA and the private management of each development are mandated to provide enough notice to residents of the residency criteria. Residency criteria have been established at Hilliard Homes, Westhaven Park (site of the former Henry Horner Homes development), and Lake Park Crescent (site of the former Lakefront Homes development).
