Businesses that get money from HUD (like for building projects or other federal help) must offer job training, jobs, and contracts to people with low or very low incomes. Section 3 jobs are available to everyone, including both people who live in CHA housing and those who don't.

Moving to Work Agreement, Annual Plan and Reports

CHA has participated in the Department of Housing and Urban Development’s Moving to Work (MTW) Program since 2000. As an MTW agency, CHA has regulatory and funding flexibility to develop locally driven strategies to encourage resident self-sufficiency; achieve efficiencies and cost savings in programs and operations; and increase housing options for low-income residents.
