About the Plan

In 2013, CHA launched a new strategic initiative, Plan Forward: Communities That Work, which outlines its commitment to build strong, vibrant communities throughout Chicago. The new plan lays out strategies to fulfill CHA's obligations under the original Plan for Transformation and a new future for the agency, residents and Chicago neighborhoods. A key component of Plan Forward includes fulfilling the original Plan for Transformation commitment to redevelop or replace 25,000 subsidized housing units by 2015.

To provide a sustainable mixed-income/mixed-use community for the redevelopment of Cabrini-Green is a vital component of Plan Forward. In 2011, CHA hired a planner to assist with the creation of a draft Development Zone Plan and Request for Proposals. The planner has worked with the Near North Working Group and conducted site assessments to develop the draft Development Zone Plan that will be released in phases to guide the redevelopment of Cabrini Green. The draft Development Zone Plan will guide redevelopment on density, new streets, open space and other uses.

Community Involvement

CHA is excited to continue its community engagement process for Cabrini-Green to help build strong, vibrant communities across the city of Chicago that are seamlessly integrated into the larger community. Future revitalization of the 65-acre site remains one of its most important components of the Plan Forward strategy.

CHA continues to work closely with the Near North Working Group – comprised of public housing residents, CHA and City of Chicago representatives, community organizations and elected officials – to obtain input for the redevelopment of Cabrini-Green. During the monthly meetings, the working group exchanges ideas for the remaining land in the Cabrini-Green area to provide a sustainable mixed-income/mixed-use community.

Community Feedback

Planning Activities

CHA hired a planner in March 2011 to assist with the creation of a draft Development Zone Plan and Request for Proposals. The draft development zone plan will help guide overall development in the community including density, dedication of new streets, open space and other uses.

The planning team includes expertise in architecture and planning, LEED ND, community facilitation, research, residential, retail and historic preservation.

CHA, working in conjunction with the City’s Department of Planning and Development, will release requests for proposals to solicit responses that are consistent with the draft development zone plan. CHA expects that multiple developers will be selected to engage in housing and other development over multiple phases.
