CHA Contract Requirements

As a HUD-funded Illinois corporation, CHA mandates that all contractors meet federal requirements to ensure workers, public housing residents and certain minority, women or disadvantaged business enterprises benefit from the use of federal funds.

Section 3 Jobs

July 19, 2024

Businesses that get money from HUD (like for building projects or other federal help) must offer job training, jobs, and contracts to people with low or very low incomes. Section 3 jobs are available to everyone, including both people who live in CHA housing and those who don't.

Partners in Education

CHA residents can earn a certificate or a degree from City Colleges of Chicago for free or low cost. This is possible through a partnership with CCC called Partners in Education (PiE).

CHA’s LevelUp Program, (formerly known as the Family Self-Sufficiency (FSS) Program), helps participants achieve financial stability while working towards their educational, professional, and personal goals. The program is designed to assist participants on a personalized path toward economic independence and overall well-being.

Choose to Own

CHA’s Choose to Own Homeownership Program (CTO) allows qualifying Housing Choice Voucher (HCV) and Public Housing families to use their housing subsidy to purchase a home.

Inspections

CHA conducts inspections on subsidized units to ensure they are meeting health and safety standards as established by the U.S. Department of Housing and Urban Development (HUD). 

Resident Leadership: Central Advisory and Local Advisory Councils

People who live in CHA Public Housing elect leaders for their Local Advisory Council (LAC) every three years. These leaders, including positions like President, Vice President, Secretary, and Treasurer, work on local issues, organize activities, and help improve the community.

The Presidents of the LACs then form the Central Advisory Council (CAC), which elects its own Executive Board. The CAC focuses on city-wide issues, advocates for changes in policy, and makes sure that residents' voices are considered in important decisions.
