Moving to Work Agreement, Annual Plan and Reports

CHA has participated in the Department of Housing and Urban Development’s Moving to Work (MTW) Program since 2000. As an MTW agency, CHA has regulatory and funding flexibility to develop locally driven strategies to encourage resident self-sufficiency; achieve efficiencies and cost savings in programs and operations; and increase housing options for low-income residents. Without this flexibility, CHA would not be able to provide such a wide variety of programs for residents while continuing to invest in vital capital and development projects.

The MTW Annual Plan is based on HUD reporting requirements outlined in Form 50900 (Attachment B of the MTW Agreement). The MTW Annual Plan requires a public comment process and is due to HUD 75 days prior to the start of the upcoming fiscal year. The annual plan includes required information on planned operations and activities for the fiscal year, including proposed new MTW activities that require HUD approval for the upcoming fiscal year.

Attention: Public Comment Period for CHA’s Proposed Senior Designated Housing Plan (SDHP) September 18 – October 17, 2025

The Chicago Housing Authority (CHA) is releasing its proposed Senior Designated Housing Plan (SDHP) for public comment from September 18 through October 17, 2025. The changes made to these policies are to ensure compliance with federal regulations and state and local laws, as well as to allow CHA to adopt or change housing management practices. The proposed SDHP and SDHP Summary documents are available for review on CHA’s website at www.thecha.org starting September 18th.

While CHA encourages and welcomes all program participants, residents, and the community-at-large to review the proposed updates to the SDHP and attend the hearings, you are not required to attend the public comment hearings or submit comments. A sign-interpreter and translators will be available at each location during the comment hearings. The date, time, and location of the public comment hearings are as follows:

Additionally, CHA will produce a video that outlines the updates to the FY2025 SDHP to view at your convenience. The video will be available for viewing after September 22 and will be available at www.thecha.org.

Public housing residents, RAD Program participants, HCV Program participants, and the public may submit comments on the Proposed SDHP during the public comment period.

Attention: Public Comment Period for CHA’s Amended FY2026 HCV Administrative Plan Scheduled for July 28 - August 26, 2025

The Chicago Housing Authority (CHA) is releasing its Amended FY2026 Admin Plan for public comment from July 28th through August 26th, 2025. The proposed Amendment is to allow CHA to support eligible families residing in units assisted by any special purpose including emergency housing voucher participants. The Amended Admin Plan and summary documents will be available for review July 28, on CHA’s website at www.thecha.org.

CHA welcomes questions and comments from residents, program participants and the general public, but participation in the public comment is not required and will not impact your housing options at CHA.
